purpose of this optional working session is to:

Determine the
industry-wide scope of the fraud problem

Determine whether a
consortium of interested parties could more effectively address the problem
rather than individual CSPs
·
And if appropriate,
set out to establish a formal industry association and advisory board to work
on a plan to address the problem through PR, best practices, and local
enforcement
