the phones seem to be availble, but are there any true 3G 324M services available anywhere except in japan (via foma).

Mobile video or whatever is anyway not good and suitable to be used seriously for vidoe capturuing. Mobiles are firstly telephone and they wouldn't have the memeory, the battery life, and all the other features of a camera specially made for filming.
